Shock Wave learned at Lv37: This skill is OK however I would probably keep it at around level 3.
Triple Revenge learned at Lv50: This skill should be maxed. It's very good skill to have as the Knock-back is great.
Bulls Cry learned at Lv60: This skill should be Maxed as it is another buff you will need.
Mad Bloods learned at Lv67: This is one of you're best skills and you will be using it all the time. This skill should be maxed. 7 Hits of pure owning =P.
Spirit learned at Shout Lv82: This skill is one of the must have maxed. Amazing 5 hit AoE skill. Great in PvP and PvE.
Carnage learned at Lv92: This is another must have maxed skill, high damage and great overall.
Next are the Spirit Skills: Horn Mastery learned at Lv25: These skills should be maxed as it permanently adds to you're stats.
Chain Burst learned at Lv26: This is an optional skill. Max it or leave it half-way, it's up to you.
